The ANNODEs already operate a p2p network. While ANNE does not store file data in the hypergraph the ANNE P2P network can be used to transfer files between participating ANNODEs. This will be the ANNE-CDN where the hypergraph is the indexes in to the files and the participating ANNODEs are the CDN. File neurons in the hypergraph presently reference their file data via external references. A more robust system would not have the external dependency of the file. With the ACDN ANNE doesn't jepordize file size of chain because the file need not be "on-chain". The metadata, file fingerprint are in the hypergraph but the file itself is on participating ANNODEs. ANNODEs can set a price in annies-per-byte to charge other ANNODEs to get their file data. It is up to the ANNODE operator how they want to handle files with any end-users that use their ANNODE as a mini-webserver.
